ANNUAL OPERATING BUDGET MEETING

SEPTEMBER 25, 2003

 

MINUTES OF MEETING

 

 

BOARD MEMBERS PRESENT:        Jincy Boerner, Pat Schoen, Marilyn Beck, Wendy Deker

 

BOARD MEMBERS ABSENT:          Tom McQuillan

 

MANAGEMENT PRESENT:              David Pollard, Facilities Manager

                                                            Chris Melson, CFM

 

The Vice President of Community Affairs called the meeting to order at 7:30 p.m.  It was announced that Tom McQuillan, President, was unable to attend the meeting due to a business commitment.  Mr. McQuillan wanted the homeowners to know that the Arbor was in very good shape and extended his apology for not being able to attend the meeting.

 

Proof of notice of the meeting was displayed for all the homeowners to see.  The homeowners waived the calling of the roll and the reading of the minutes of the preceding annual meeting.  It was announced that there was a quorum of 49.06% present or represented at the meeting and that the 2003-2004 Operating Budget had been approved.

 

REPORT OF THE OFFICERS

 

Marilyn Beck, VP of Building, reported that there was no major structural damage from the hurricane and that the painters were starting to paint doors in Courts 3, 5, 9 and 8.  She noted that two roofs would be replaced in 2004.

 

Wendy Deker, VP of Grounds, stated that the grounds were in good shape and that no trees had been lost due to the hurricane.  She indicated that the debris was being picked up and placed at curbside for pick up.  She announced that there were some dead or dying trees in the common area and that the Board had voted to remove them this fall.

 

Pat Schoen, VP Community Affairs, reported that the pool season had been successful.  The two pool parties had been well attended and the addition of the ping-pong table a great hit.

 

BUDGET PRESENTATION

 

Jincy Boerner, Treasurer, presented the 2003-2004 Operating Budget with a 3% increase for approval by the homeowners.  She noted that the Arbor was very strong financially.  She reported that the Master Insurance Policy had gone up but that the deductible continued to be $5,000.  She also reported that in the fall of 2004 it was anticipated that the parking lots would be milled.  The parking lots have never been milled and are now at the level of the sidewalks or above and cannot be overlaid again.

 

After discussion, Jincy Boerner asked the homeowners present who had not cast their vote to do so.  She indicated it was important for the Board to know what all homeowners thought.  The budget was approved.

 

The drawing took place for one month’s free condo fee.  Patricia Lease was the winner.

 

HOMEOWNER DISCUSSION

 

A homeowner asked about sewer back up.  The Board indicated that it was the homeowner’s responsibility and that everyone should add a sewer back up addendum to their homeowner’s policy.

 

A homeowner stated that she was distressed to hear that the dead and dying pine trees would be taken out.  She was concerned that the birds would not have shelter for the winter.  The Board indicated that the trees would have to be removed and that they would be replaced by appropriate trees that can withstand drought conditions.

 

A homeowner asked if the pool hours could be changed.  He indicated that the pool did not open until 1:00 p.m. while schools were still in session and he thought the pool as of Memorial Weekend should open at the regular time of 10:30 a.m. to 9:00 p.m.  The Board indicated that they would look into this matter.

 

A homeowner indicated that he did not understand what the liability issues were concerning the dog swim.  The Board stated that over the years the dog swim had grown and that the dog swim in 2002 had approximately 80 dogs, in addition to the dog owners and people there to watch.  The concern was that someone could be bitten or hurt and that this issue would be discuss with the Arbor’s attorney.

 

There was a motion to adjourn the meeting and the meeting ended at 8:25 p.m.
