Minutes of Meeting

BOARD MEMBERS ABSENT:         None

 

MANAGEMENT PRESENT:             Steve Kirkpatrick, Facilities Manager

HOMEOWNERS PRESENT:            Dan and Carolyn Winters, Cindy Atwood, Chuck Soderlund

 

 

The President began the meeting at 7:03 pm.

HOMEOWNERS FORUM

Cindy Atwood, a candidate for the Board, was present to sit in on a meeting, prior to the following night’s Board election.

 

Dan Winters, pulling from his commercial real estate background, passed around handouts to suggest installation of arbors throughout the Arbor to “brand” the village better and enhance the landscaping. He is willing to help volunteer for the Grounds committee. The Board will take this idea under advisement.

 

Chuck Soderlund was present to express the side of the dog owners who currently use and regularly value the use of the tennis court along 36th Street as an unofficial dog run. The Board will need to do further research to address how this use of the tennis court jibes with current bylaws and signage.

 

 

REPORT OF THE OFFICERS

Robert Ingulli, Treasurer: Operating statements have been reviewed, and have been found to be accurate. The issue of overtime pay for the two hourly employees was raised as an issue to monitor. To date, the use of overtime pay has been in response to inclement weather clean-up, as well as the occasional outdoor work needing timely attention and overdue property maintenance. To date, the Board continues to defer to the Facilities Manager’s discretion for any future overtime pay, if needed. Meeting will be scheduled in June with the Finance Committee.

 

Bill Jenkins, VP of Buildings: B-Unit buildings update: Ten buildings are done as of meeting date. Three interiors are to be completed this week; eight remain. Memos to residents in unfinished B units will be distributed. Court 7 exterior painting is underway.

 

James Moser, VP of Grounds: Arrival of the new trashcans is still pending, hopefully they will arrive in the next couple of weeks. Pesticide and fertilizer treatment of the Arbor’s grassy areas is complete. The Arlington County Board is meeting on April 21 to approve their budget, which includes a potential 15% increase in water and sewage fees. We will be monitoring the vote, as the outcome directly affects the Arbor’s budget planning and condo fees. Reminders are needed in the newsletter about the importance of water conservation, especially during the warmer months.

 

Susan Goldstein, VP Community Affairs: Pool updates: The pool opens on Saturday, May 26, for the 2007 season. One broken pipe needs to be fixed, and then the pool will be filled in mid-May. The two annual management-hosted parties will be scheduled in early June and late August/early September for residents. Court representatives have received the pool and tennis pass forms for distribution to residents. The posted pool rules from the life guard company will need to be compared to current bylaws for any inconsistencies. The pool committee is meeting in early May to discuss furniture needs, community parties, and the possibility of getting a vending machine or home-grown effort therein. Mention of the resident pool party form will need to appear in the summer newsletters.

 

 

REPORT OF FACILITIES MANAGER

Steve Kirkpatrick, Facilities Manager: Complaint letter (e-mail) received from resident about unsteady lamppost heads near the tot lot that could fall off; the problem was promptly fixed.

 

Presented a painting contract Change Order #1 to the Board regarding a swap (at no extra cost) to paint the flashing (which is in poor condition), rather than the originally planned-on dormers (which are in okay condition). Four members voted Yea, one Nay.

 

PODS resolution needs to be passed out to residents.

 

Remind residents: Arlington has notified Fairlington of the upcoming 2007 paving season April through November. Watch for temporary “NO PARKING” signs, which will be posted two days prior to work starting. All vehicles must be cleared from the street in question or face towing.

 

Remind residents to please ensure all personal items will be kept inside of fences.

 

 

REPORT OF MANAGEMENT

Mike Maloney, CFM Manager: Katie Allardyce will be present in Mike’s absence at tomorrow’s election meeting. To date, the proxy count is 33.2% toward a quorum.

 

OLD BUSINESS

Review of “new residents” letter, submitted for April meeting, outlining the most important community offerings and regulations. Further edits to first draft will be addressed at the May meeting.
