Minutes of Meeting

 

Board Members Present:      James Moser, Bill Jenkins, Susan Goldstein, Robert Ingulli, Marilyn Beck

 

BOARD MEMBERS ABSENT:         None

 

MANAGEMENT PRESENT:             Steve Kirkpatrick, Facilities Manager

                                                            Mike Maloney, CFM Manager

 

 

The President called the meeting to order at 7:31 pm.  Motions were made and seconded by the homeowners waiving Proof of Notice of the meeting, calling of the roll, and reading of the minutes of the preceding annual meeting.  It was determined that there was the required quorum present or represented by proxy at the meeting (36.91%) as of 7:20 pm.

 

REPORT OF THE OFFICERS

James Moser, VP of Grounds: In review of the last several months, some highlights include: tree pruning; regularly scheduled landscaping; clean up of overgrown King Street corridor; exterior light posts have been cleaned and straightened; benches have been power-washed in hopes of deterring squirrels from continuing to chew on them.

 

Susan Goldstein, VP of Community Affairs: In the past six months, the pool area has undergone considerable transformations which include the following: painting and replacing of wood trim on building; power-washed picnic tables, trash holders, ping pong pad and some of the pool furniture. (Furniture in particularly poor condition has been retired.). Further, doors have been either fixed or replaced; the baby pool fence, captain chair, and fence have been painted; the surface has been caulked and cleaned; and the trellises have been rebuilt.

 

Bill Jenkins, VP Buildings: To date, 13 of the 21 B unit common-area hallways have been plastered, painted, and carpeted. The remaining 8 should be done by the end of May. The roof in Court 2 is also complete. Exterior painting projects have begun in courts 4, 6, and 11 for this year.

 

Robert Ingulli, Treasurer: We’re a bit ahead of the budget. In June, the finance committee will be meeting to start planning the 2008 budget, and respond to recommendation’s from the Arbor’s auditor, Singleton & Bardowski, LLC. Worth noting, the water and sewer rates in Arlington County continue to rise.

 

Marilyn Beck, President: A new Arbor policy resolution has been passed for portable on-demand storage devices (PODS). Residents interested in using a POD will need to fill out a form and limit the time the POD spends in a parking space to seven days. The policy will be distributed to homeowners. Also, the portion of the sidewalk under ill-repair by the tot lot has been fixed. And Frank Bingham graciously volunteered his recommendation and gardening services to the Board to move the half of the dense elephant grass on one side of the pool to the other side of the pool, thus balancing the visual look of the pool and adding more privacy.

Bob Kimmins, Rachel Robinson, and Lane Irwin all volunteered.

 

ELECTION

The candidates—Cindy Atwood, Terry Ruth, James Moser, and Bill Jenkins—all introduced themselves. James Moser and Terry Ruth were elected to the Board!

 

NEW BUSINESS/DISCUSSION

 

A homeowner asked why the Arbor pool doesn’t have a cover for off-season months. Response, the purchase a custom-fitting pool cover would be expensive, and chemicals are needed to clean the pool and water regardless if a cover is used or not. It was duly noted that a pair of ducks has been seen swimming in the pool.

 

Question taken about the pool committee members; they include Karen Keyes, Paul Ferguson, Dan and Carolyn Winters.

 

Question about why All Plumbing is mentioned on the monthly Arbor newsletter for emergency service; do they offer a special discount for Fairlington residents. No, they do not offer a discount, but they have provided the Arbor with reliable service—both the office and residents—and have experience dealing with back ups.

 

Question posed about improving signage throughout the Arbor. Ideas are floating around, but due to current budget constraints, we have yet to budget for new signage.

 

The issue of getting new fences also came up. Fencing is a big budget item and will need to be addressed from the budget perspective before the next cycle. The current fences are approximately 14 years old and may have a projected life of up to five years more. Different options are available; heavy repairs to replace top boards and power-washing the boards may be done to help the fences last until the issue can be addressed. Yes, designs in other Fairlington villages will be taken into consideration.

 

A homeowner asked about the use of overtime for Arbor hourly staff. This overtime has been just to address some overdue, pressing maintenance issues, as well as inclement weather/snow removal.

 

Another homeowner commented on how nice the newly power-washed and stained benches look throughout the Arbor.

 

Yes, new trash cans are coming. The same number of receptacles have been ordered and with tops that should discourage abuse of household trash going in these community receptacles. A homeowner recommended getting 2-3 more trashcans, especially near Court 9.

 

Homeowner was wondering about the number of signs made prior to the fertilizer/herbicide treatment. The contractor had signage and Steve made another 16 signs for posting, as well.

 

In progress: Contacting Comcast to have wires that are strung along fences to be buried. Note, when residents have new cable wire installed, a Comcast cable employee—not a contractor—should come to install and bury the wires. Please contact the Facilities Manager with questions.

 

Steve has also contacted Metro; bus stop shelters are pending refurbishment.

 

In reviewing all these past and pending issues, another homeowner started a round of applause for Steve, for all his hard work this past year as the Arbor’s Facilities Manager.

 

 

The winner of the free month of condo fees is at 3421 S. Wakefield Street, 1-A.
